Both housing starts and remodeling permits are up, but the lack of skilled labor is holding back a full recovery in the construction industry. And it's not just a matter of finding new employees: The shortage has escalated wage and benefit competition so that some contractors are having trouble holding on to existing employees. In addition to a number of short-term solutions, industry leaders are calling for immigration reform as a possible long-term solution.
