New FEMA maps that designate existing homes in flood zones are likely to spark legal action by property owners, says a New Jersey contractor. The designations could force homeowners victimized by flooding during Hurricane Sandy to rebuild according to costly flood-resistant building standards. “My hope is that a lot of properties that were placed in the V-zone don’t remain in the V-zone,” the contractor says. “We’re asked to be patient, to wait, but there are a lot of people who need help right now, they need to move forward and they can’t.”
